He joined the newspaper in April 1996 as a reporter on the political desk, became a foreign correspondent at the Beijing bureau in 2001 and was appointed China bureau chief in 2002. In this role, he helped the newspaper set up its Shanghai bureau in January 2005, and oversaw a team of eight news staff located in Beijing and Shanghai that covered a wide range of topics—including politics, health and finance in China.
He earned a bachelor’s degree (with honors) in English literature from the National University of Singapore, and earned a master’s degree in media and communications from Goldsmiths College, University of London. After the fellowship Leow worked as a reporter in The Wall Street Journal’s Beijing bureau.
